The Virtual Magistrate is an on-line dispute resolution service (also known as alternative dispute resolution). When people have some kind of legal dispute that would be difficult to resolve in court - for example a disagreement between a merchant and a consumer who live far apart from each other, or in two different countries - they can take their dispute to an on-line dispute resolution service that will review the case and make a judgement.

The Virtual Magistrate is one such service. You can find their web site and lots of information at http://www.vmag.org/.
