Are there institutions in EU which can "spy" on European's internet actions such as e-mail?

YES. As a matter of fact WE ARE WATCHING YOU RIGHT NOW!

Seriously, no. There are no European institutions which can spy on you. However, it is not technologically difficult to access and read someone's e-mail (if it is not encrypted). So you should ALWAYS be careful about sending sensitive or very private information via e-mail.
