In the near future when the applications for governmental agencies can be filled out on the web, how will they identify me for sure? Is the log-on system secure enough?

If these on-line applications don't exist yet, how can we know if they are secure enough? If you are concerned about this, you should contact your local government office or the Finnish data protection ombudsman (see http://www.tietosuoja.fi/ and http://www.om.fi/7305.htm).
