What are the technical barriers in e-commerce within the global
economy?

Dear Karen:

There aren't any worth speaking of.

Sure, bandwidth could be greater, security could be more secure, Windows could be more reliable, standardisation could be more standardised.. But, these things are all improving - very quickly. The real barriers to e-commerce have been lack of understanding, lack of trust and confidence and conflicting legislation.
