In the context of a 'bit tax', would encrypting a message increase the number of bits transmitted?

Dear Aaron:

The bit tax was a crazy proposal made by the European Commission some years ago. Nothing has come of it and nothing is likely to. The bit tax proposal isnot in keeping with the European Commission's notion of no new taxes on e-commerce (only the continuation of existing taxes). There will almost certainly be no "bit tax" in Europe for the foreseeable future. So...
