I am very interested in participating in the IST 5th Framework Programme. I have a project [details were attached to the original letter but are confidential and so not included here]. Is it suitable?

Dear Lisa R:

Your project certainly looks interesting. However, there are a few things to bear in mind.

Firstly, we call in outside experts to evaluate proposals. The experts may only follow the steps detailed in the evaluation manual in order to judge whether a project is suitable for funding from the IST Programme. So, it would be a good idea for you to find a friend or colleague who is not involved in your project and ask her to evaluate your proposal based on the evaluation manual. You can download a copy of the evaluation manual as well as other related material from http://www.cordis.lu/ist/.

Although I appreciate the information you sent me is not a proposal and you must appreciate that I am not an expert evaluator (so my opinion should be considered friendly advice and not an official comment on your ideas) it seems your aims are too general. When you make your proposal, you should detail not only what you intend to achieve, but the specific technologies you will use and develop to achieve your goal; the partners involved in the project and their abilities to develop the technologies; and the organisation of your project. Moreover, you must make clear the innovative strength of the proposal.

The evaluation criteria the experts will follow are...

    1. Scientific/technological quality and innovation
    2. Community added value and contribution to European policies
    3. Contribution to Community social objectives
    4. Economic development and S&T prospects
    5. Resources, partnership and management

For an explanation of each criteria as well as full information on evaluation procedures, you will, of course, have to download and read the evaluation manual.
